- Map the stakeholders and define the scope of your C3 activities, spanning from operations monitoring and overseeing to public safety and security, weather forecasts, supplier performance evaluation and emergency response;
- Set the mission, objectives and roles of the center;
- Define organization, job descriptions, staffing, processes and the reporting scheme;
